| Evolution of Old Glory No one knows with absolute certainty who designed the first stars and stripes or who made it. Congressman Francis Hopkinson seems most likely to have designed it, and few historians believe that Betsy Ross made the first one. Earlier flags did not have a specific format for the stars and stripes. This is the reason that the earlier flags look so much different from the current flag. |

Protocols and Myths The flag code, which formalizes and unifies the traditional ways in which we give respect to the flag, contains specific instructions on how the flag is not to be used. ![]() MYTH: Inside the ball at the top of the flag pole there is a razor blade, a match, and a bullet. |
